CONCEPTS OF MONEY AND CIVIL SOCIETY: UNIVERSAL CONCERN AND NATIONAL SPECIFICS

In the context of new social knowledge and ideas that can help realize the opportunities created by globalization and mitigate the problems it generates. I stress the actual need to redefine the traditional concepts of civil and political society as well as money, monetary policy and banking systems. The deficiencies and inadequacy of modern concepts of money and monetary policy are considered taking account of the risks of social disintegration in nation states. New vision of a social role of money, focusing attention on its credit nature and dialectic transformation of monetary forms, is offered and justified. Money characterized primarily as a crucial mechanism of civil society evolved to sustain and extend credit relations without which positive social development is impossible. While arguing for the ways to enhance trustworthiness of social environment on domestic and international levels as a precondition for efficient functioning of money, the results of his analysis testify to the necessity of elimination of direct and indirect forms of government's participation in the banking systems and monetary emission, separating monetary and political authorities.
